The regional Delivery Management team is responsible for the delivery of the strategic Delivery portfolio. The Delivery portfolio is delivered across 8 key regional programmes of work (Front Office, Regulatory Compliance & Operations, Finance, Risk & Data , Human Resources, Technology, and Planning), and overseen by the Regional Portfolio Committee.

Main purpose of the role:
The role is to create and structure the Technology Delivery programme model across Bank-EMEA, Securities Regional covering Strategic Investment, integration and Expense Line delivery. The role is to provide expert advice, support and ownership of the Technology delivery portfolio to the firms appropriate Accountable Executive for Technology, Regional, and ensure delivery priorities meet the objectives laid out in the firms business plan.
The role is also to recruit and lead the Technology programme delivery organisation to ensure efficient delivery whilst operating within policy, operational risk appetite and capacity constraints.
The main responsibilities are to:
  • Structure, plan and lead all aspects of the Technology programme. Proactively manage, review and maintain oversight of project delivery across MUS regionally and MUFG EMEA to ensure delivery of all defined Technology projects;
  • Operate in accordance with the Regional Governance Standard, Project Delivery policy and Delivery Management risk appetite to ensure that all programmes operate and report consistently.
  • Manage approved budget and to be accountable for the actual spend within Technology Programme post committee approval.
  • Work with Regional Head of Delivery and Central PMO to respond promptly to budget challenges and operate under baselined Delivery to programme budget;
  • Assist the Programme Accountable Executive to chair efficient programme governance forums (e.g. Programme Committee), utilising reporting methods as defined by Central PMO;
  • Form strong partnerships with project sponsors, stakeholders, users and all department involved in project delivery;
  • Scope and prioritise projects within your programme and budget to create a book of work that supports business divisions to deliver, accept and maintain delivery in order to achieve defined revenue, P&L, cost and Return on Capital targets;
  • Challenge project scope in a constructive and unbiased manner to differentiate "must have" and "nice to have" items in order to maximise programme budget;
  • Create and maintain a holistic view of delivery within your business area and bring all discretionary delivery activities (regardless of funding source) under the control of your programme in order to eliminate duplication of delivery / silo'd delivery;
  • Build and mentor a talented team, motivating them to clearly understand how they deliver the firm's strategy.

Key responsibilities:
In this role you will be responsible for scoping and overseeing the delivery of projects in line with Project Delivery policy and standards; and managing delivery to ensure it is within the organisation's risk appetite. You will be responsible for:
  • Leading the annual Technology programme planning process with your Accountable Executive and key stakeholders regionally and in Tokyo to scope and prioritise projects; working with the Regional Head of Delivery Management and Central Delivery Control Office who will be planning the portfolio with Bank and MUSHD Tokyo departments;
  • Providing leadership of the project teams within the Technology programme, regionally. This includes structured communications to resources within the programme and ensuring that quality assurance approaches are followed throughout delivery within your programme;
  • Ensure all business justifications have a clear articulation of drivers, linkage to business strategy, benefits and impact of BAU costs are clearly stated, solution design is benchmarked against industry trends, realistic timelines and budget requirements;
  • Operate formal change control for scope, time and budget management when project delivery exceeds tolerances defined in the Project Delivery policy and work with Central PMO to reset project / programme baselines (financial and plan);
  • Utilise the Central PMO to lead "lessons learned" reviews of the implementation of Large and Very Large projects and apply these to future projects;
  • Proactive management and resolution of operational risks associated with your programme on behalf of the Regional Head of Delivery Management and your Accountable Executive; and report their progress and status Central PMO for management reporting;
  • Providing management and oversight of the controls regime under which Delivery Management operates to your programme and resolving issues promptly;
  • Prioritising projects within the Technology programme in real time, liaising with key stakeholders and ensuring projects are co-ordinated effectively across different regions; and working with all Programme Managers to eliminate duplicative delivery;
  • Ensuring strong interaction between the Technology pillar heads, users, technology and delivery teams involved in projects; challenging requirements and ensuring projects are delivered in a co-ordinated and efficient way across the platform;
  • Delivering regular and succinct reporting on progress, escalating risks and issues to Accountable Executives, their Programme Committee and the Regional Head of Delivery and Central PMO with recommended actions to address;
  • Attending and chairing project and programme committees, ensuring projects are planned and controlled effectively with resources allocated appropriately;
  • Tracking benefits and impact on BAU of projects for the programme as a whole and hold sponsors and users accountable for accurate specification and for delivering these benefits on time. Ensure benefits forecasts are kept up to date (via Central PMO and trace their progress and promptly for management reporting;
  • Managing the accurate reporting of your programme Risks, Assumptions, Issues, Dependencies and Decision to your Programme committee;
  • Adhering to Central PMO calendar for project maintenance and reporting; and toolsets / "golden source" for data management
  • Ensure governance is applied to include expense level delivery within the Technology programme, tracking progress and challenging scope.

Programme Specific:

  • To lead and organise the book of work across Technology, including Infrastructure, Cyber, Information Security, and Application-specific teams and across all discretionary work (irrespective of source of funding); ensuring global consistency and efficiencies are delivered
  • Lead and actively manage elements of the Bank and Securities integration. Participate and lead in the Global Technology integration (BEAM)
  • Ensure overall budgeting, prioritization and expenditure are aligned with the business strategy and business plans. Approve all projects up to the maximum approval limit set out for the programme.
  • Ensure that Technology Deliver fit with the Architectural strategy.
  • Track with the department heads and ensure that infrastructure, hardware and software are in support and that upgrades are performed appropriately.

Skills and experience:
Functional / Technical Competencies:
  • The candidate should preferably have line experience within the Technology Programme they are delivering (e.g. in Finance, Treasury or Product Control) and an in-depth knowledge of key processes;
  • Strong communications skills (up to senior management, across stakeholders and direct reportees) and able to present and challenge the status quo;
  • Able to structure, recruit and manage project / Programme organization structures and implement appropriate communication and governance;
  • Strong track record in project delivery having had "hands-on experience" of the business subject matter;
  • Understand the role of PMO and driving the governance "heart beat" for efficient management and reporting and work closely to support PMO requirements from the Programme
  • Project and Programme budget management and control (e.g. prioritization of scope, delivery timeline);
  • Timely and appropriate RAID management and reporting;
  • Able to plan and prioritise accordingly.

Work Experience:
One or more of the following is essential :
  • Significant experience of line management in the area of focus of your Programme
  • Significant experience of Project management in the discipline of your Programme with a proven track record of delivery
  • Significant experience of Business management in the area of focus of your Programme.

Education / Qualifications:
  • Degree level education in relevent subject (e.g. finance, maths, physics etc.) (Beneficial)
  • Qualified project manager (e.g. Prince II, APM etc.) (Beneficial)
  • Other beneficial qualifications (e.g. CFA, IAQ, ACA, CIMA etc.) (Beneficial)
