The Bank will be underpinned by £2bn of capital from the Scottish Government, over 10 years.

As a development investment bank, the Bank will seek to enhance and expand the financial investment options available to business and projects across Scotland. In addition to the capital the Bank has committed from the Scottish Government, the Bank will be seeking to crowd-in investment from other lenders and institutional investors into the Scottish economy.

The Bank's team will work flexibly from home and our hub offices that we will establish in Glasgow and Edinburgh. Currently the Bank has one hub office in central Edinburgh.

The Role

The Bank follows the Three Lines of Defence risk model with the Investment Team as the First Line and the Investment Risk Team as the Second Line; this is a Second Line role, reporting to the Head of Investment Risk. The Investment Risk Director role assesses the risk profile of all potential equity investments originated and considered by the Investment Team in line with the Bank's missions. The role will ensure that the Investment Risk Team works effectively alongside the investment originators whilst providing independent analysis of risks and constructive risk mitigating strategies into the investment origination process from the start.

Key Responsibilities:

*Undertake independent assessment of investment opportunities through complex analysis of specifically equity-related investment risks, applying professional judgement, commercial knowledge and expertise.

*Assist the Head of Investment Risk in the development of functional and operational investment risk policies and frameworks from an equity risk perspective and ensuring effective implementation and monitoring.

*Identify and communicate the actions needed to effectively implement the Investment Risk Policy across the Bank, making recommendations for changes and improvements where necessary.

*Create strategies and templates to report risk data in a meaningful way. Create, present, and communicate high-impact data and analytical insights and make recommendations to critical internal and external stakeholders as required.

*Make authoritative recommendations about technical and professional solutions that would improve governance and appropriately manage equity investment risk based on analysis of complex and diverse information sources.

*Give objective independent review and appropriate challenge to ensure equity risks are correctly identified, assessed, mitigated, decisioned, monitored and reported.

*Take a highly proactive interest in all areas of the Bank's investment activity and endeavour to provide subject matter expertise where required.

*Conduct thematic reviews for new business sectors explored by the Bank or for existing sectors where there has been significant change in the macroeconomic risk profile giving rise to areas of concern.

*Where gaps or deficiencies are identified, provide challenge to the business and help them to implement plans to address issues.

*Provide input to the Investment Team in the preparation of Investment Committee submissions from a Second Line of Defence equity risk perspective.

*Provide technical training to direct reports and act as mentor to staff in the First and Second Lines of Defence as required.

*Deputise for the Head of Investment Risk when required.

Key Requirements:

*Senior Investment Risk role in a financial services regulated environment with a demonstrable track record at a similar level of seniority (10+ years), preferably in sectors relevant to the Bank's missions.

*Experience of working with and influencing senior management.

*Ability to oversee and manage all aspects of Investment Risk from an equity investment appraisal perspective. Wider experience of corporate credit analysis, specialised finance risk assessment and distressed investment recovery would also be an advantage.

*Knowledge of the regulatory requirements relating to UK financial services institutions and the operations of the Bank.

*An appreciation of the specific challenges faced by organisations working at the interface between the public and private sectors.

*Problem-solving and decision-making skills, with the ability to analyse complex information to identify key issues/actions and drive resolution.

*Significant leadership experience with a proven record of managing people, skilled communication and the ability to influence others.

*Professional qualifications (CA, CFA or similar) will be highly regarded.

We are committed to equality for all and being a fully inclusive employer, and are proud of the fact that our Board and Executive is gender diverse. We are actively seeking to build on this to grow a diverse team made up of complementary skills and experiences.
