Business Unit Overview:

The Regulatory Operations team plays a vital role for BlackRock, responsible for crafting, implementing and leading all aspects of the operating model for many of the largest and most sophisticated regulatory obligations impacting BlackRock and its clients. The team partners with many internal teams, alongside Legal & Compliance, to represent BlackRock in both industry and regulator engagements.

Reg Ops covers three key pillars - Client Reporting, Transaction Reporting and Period Filing/Tax. Examples of the key regulations owned include MIFIR, G20 Derivative Reporting, Regulatory Costs Disclosures and Form ADV filings

Job Purpose/Background:

This role is to own large global regulatory change initiatives, primarily where BlackRock is supporting clients to meet their own regulatory obligations. Example initiatives include the Regulatory Costs initiative, which strives to harmonize multiple regulatory requirements (e.g. MIFID II, PRIIPS, CTI, CMA, RG97) via implementation of an industry leading Aladdin based solution. Other initiatives include upgrading BlackRock's operational platform and client service in support of Risk Based Capital regulations, such as Solvency II.

The role will involve partnering with BlackRock's Legal, Compliance and client facing teams, alongside regulatory and technology specialists within the Reg Ops team, to drive requirement definition, before working closely with multiple internal teams, including the Aladdin Product Group, Trading, Portfolio Analytics, Alternatives, Fund Accounting and Client Reporting to design and implement scalable and robust solutions.

The role also includes partnering with colleagues to establish and run appropriate project governance frameworks, communication with ExCo level stakeholders, as well as risk evaluation and escalation where required.

Key Responsibilities:
  • Program management of sophisticated change initiatives, including governance and risk management
  • Drive business requirements analysis of relevant regulatory and client requirements, as well as industry standards
  • Partner across functions to agree and implement end to end target operating models
  • Run the design and implementation of enterprise level technology solutions within the Aladdin Regulatory Technology ("RegTech") platform

Knowledge/Experience:
  • Experience of working in the financial services industry across a wide range of products
  • Experience of leading large scale sophisticated change programs requiring strong governance, executive level communications and risk management
  • Experience of Financial Services regulations impacting Asset Management firms
Skills
  • Project management, including abilities to: facilitate compromise between conflicting requirements / points of view; drive resolution on key issues and consensus on key decisions; and operate at different levels, knowing when to dive into the detail
  • Ability to manage workloads and work to regulatory timelines
  • High level understanding of data, technology and operational controls
  • Technical proficiency, understanding technology in a business context
  • Strong English Language and communication / interpersonal skills, both verbal and written
  • Attention to detail
