About this role

The Digital Enterprise Legal ("DEL") team within BlackRock is seeking a lawyer to head up our Technology Regulatory Strategy Programme ("TRSP") with 7+ years of legal practice experience, with specific experience and skills as described below:. The role will focus on developing regulatory strategy, evaluating policy alternatives, and regulatory risk analysis and risk management, placing appropriate emphasis on business team education, engagement, and enablement. Strong analytical and communication skills are a must, as is an appetite for reading and analysing legislation and policy proposals. In certain instances, the individual may be required to operate as an interface between stakeholders to develop regulatory narratives and propose practical enterprise-scale policy positions and solutions, and coordinate with teams supporting BlackRock's asset management business.

  • 2022 priorities: These include review of country-by-country licensing requirements for the sale of Aladdin, implementation of new regulation such as DORA, evaluation of client regulation such as EBA Outsourcing, assessment of regulatory functionality in Aladdin (working with the Product Counsel team) and supporting BlackRock's response to regulatory focus on new capabilities such as AI/ML and ESG analytics.
  • Day-to-day responsibilities: On a day-to-day basis, the individual will work with DEL representatives and interface with stakeholders within Aladdin (BlackRock's client technology business), colleagues in GPPG (Global Public Policy Group), regional Compliance teams, and external counsel. Knowledgement management and cross-functional collaboration: To maximise impact, the individual must have a strong focus on knowledge management, including development of an TRSP Wiki. An initial willingness to design and organise knowledge is going to be important - but the individual's long-term vision of how to develop information pathways and strengthen communication between the regulatory strategy team and partner functions is just as, if not more, critical.
  • In most cases, formal responsibility for managing regulatory compliance will remain with the designated Compliance teams (with Aladdin licensing being the notable exception). The Product Counsel team will retain responsibility for monitoring and evaluating regulatory developments related to the provision of technology tools as investment advice, though the teams will be expected to collaborate closely.
  • Growth opportunity and management of the TRSP: In the coming 2-3 years, the individual will be expected to build out a small team, subject to availability of resources. The individual will select and shape the team to achieve the goals defined by them, working with other DEL representatives. Over time, the individual will be expected to develop the team, gather context from stakeholders and other sources, and manage information pathways in such a way as to adapt and modify the programme's emphasis in response to changing policy environment and business priorities.

  • Law degree / other equivalent qualification, with a minimum of seven years of experience, at an international law firm (secondment experience a plus) or in-house within a corporate/commercial legal team.
  • In addition to the skills and responsibilities described above, experience in technology and technology outsourcings and related regulatory considerations is expected. Experience in direct client-facing negotiations and/or a commercial transaction background should also be highlighted.
  • Ability to learn and understand complex technology service offerings and requirements and apply knowledge in negotiation of service contracts.
  • Ability to learn business requirements quickly, analyse legal and commercial risks and propose creative, business-oriented solutions.
  • Ability to interact directly with internal business managers and subject matter experts to address the needs of a growing global business in a thoughtful and practical manner.
  • Ability to effectively collaborate with a global team of experienced lawyers, and to assess, calibrate, communicate and handle evolving priorities in a dynamic and rewarding environment.
