Programme Manager

The Programme Manager sits in a divisional services team and is responsible for the shaping, scoping, planning and successful delivery of large and complex programmes within the FCA divisional portfolio.
What does this job involve?
Successfully deliver large and complex programmes, including; EU directives, policy development, operating model, technology, and people change projects, from inception to agreed business outcomes, using programme management techniques, delivering through project managers, following FCA quality standards and within agreed baselines of time, budget and scope. Building and managing stakeholder relationships across the FCA, facilitating decisions relevant to the strategy, shape, detailed scope and delivery, managing expectations, defining and agreeing scope, facilitating key decisions including programme shape. Developing the programme plan, leading project teams to accurately plan, structure and complete deliverables and milestones, identifying and sourcing resources to achieve time and cost expectations. Resolving dependencies, issues and risks to successfully deliver the business outcomes Ensure delivery adheres to the FCA Project Management Policies, Standards and Methods and Governance Framework, establishing programme boards and chairing programme board meetings. Significant contributor to the community of practice, seeking innovative change to frameworks, coaching other practice members and actively engaged in professional development. People Management of Project Managers, TSE1 / TSD
Minimum criteria
Significant experience managing successful large and highly complex business and technology change programmes (£10 - £50m) in Financial Services or for a government or regulatory body, managing employees and 3rd parties in a matrix, from inception through to end of warranty / exit criteria achieved.
Significant experience shaping complex, enterprise spanning, strategic initiatives into detailed project plans for multi-workstream delivery to achieve business outcomes
Significant experience of planning and controlling programmes, with a programme management qualification (MSP).
Essential criteria
We require an experienced Programme Manager with excellent procurement and commercial skills, along with technical delivery expertise Significant experience at leading senior leaders and board members through structural, procedural and cultural change, gaining commitment to new ways of working.
Ability to build working relationships with ExCo, sponsors, accountable executives, key business stakeholders and business SMEs
Politically savvy, able to balance conflicting strategies, priorities and personalities, resilient and tenacious to ensure delivery whilst managing conflict
Strong analytical, troubleshooting and problem-solving skills, identifying and managing dependencies, risks and issues to ensure successful delivery.
Excellent communication skills, able to engage with all levels of the organisation, providing timely and meaningful communications to update status, share progress and manage expectations of stakeholders
Experience of working within an Agile environment * Able to coach others in project/programme management methodologies and to operate within the FCA project framework * Awareness of the FCA strategy, structures and ways of working * Active participant in industry and professionally relevant bodies.
