Investment Operations Specialist / Senior Specialist - Energy

The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing the Infrastructure for Tomorrow-infrastructure with sustainability at its core. Working with partners, AIIB meets clients' needs by unlocking new capital and investing in infrastructure that is green, technology-enabled and promotes regional connectivity.

Infrastructure Investment Department, Region 2, is scaling up its support for energy sector programs in client countries and is working to recruit experienced and talented energy specialists with knowledge and skills in power infrastructure, such as generation, transmission, and distribution. The applicant's understanding and experience in other subsectors, such as renewables, hydropower, energy efficiency, natural gas, etc. will also be considered.

The Investment Operations Specialist / Senior Specialist - Energy will contribute to AIIB's overall investment program by supporting the planning, design, preparation and implementation of projects and programs that meet the rapidly growing demands for energy and help improve energy production and consumption efficiency in AIIB's members.

Responsibilities:
The successful candidates are expected to lead/contribute to the identification, preparation, appraisal, and implementation of energy projects, both sovereign-backed financing (SBF) and non-sovereign-backed financings (NSBF), following the policy and procedural requirements of AIIB. More specifically, following responsibilities are included:
  • Lead and/or contribute to energy sector analyses of specific countries, and identify potential project opportunities in line with clients' demand and AIIB's policies and sector strategies.
  • Scope, conceptualize and appraise projects to:
    • Evaluate and advise clients on project feasibility study, including technical design and cost analysis leading to cost-effective solutions;
    • Conduct necessary due diligence and undertake technical and economic analyses on proposed activities;
    • Review and assess the capacity of project counterparts and provide capacity building support to them if necessary;
    • Coordinate with related colleagues to guide the clients on the preparation of environmental and social impact assessments (ESIAs) and related environmental and social management plans as per the requirements of AIIB's policy; and
    • Design practical project implementation and results monitoring plans.
  • Administer energy sector projects and programs under implementation to achieve appropriate technical quality and consistency with project objectives, including:
    • Supervise and monitor the implementation of energy projects and address any issues that may arise;
    • Review and adjust the project implementation arrangements (if necessary); and
    • Coordinate with other colleagues to ensure that the project's fiduciary arrangements (i.e., procurement, financial management, anticorruption, etc.) and measures for environmental and social safeguards be achieved in a timely and quality manner.
  • Contribute to AIIB's knowledge on energy systems, particularly new and innovative energy technology, future energy systems, and business models, etc.

Requirements:
The applicants should have proven ability to carry out complex energy-related tasks, capacity to work under pressure to meet strict deadlines, and ability to work within multidisciplinary teams. Specifically, it is ideal if the applicants have the following:
  • Minimum 5-8 years for Specialist (8-10 years for Senior Specialist) of relevant experience in the energy sector working for international financial institutions (IFIs), bilateral agencies, project developers, consulting companies or energy investors.
  • Familiarity with various types of energy investments, and with in-depth knowledge in at least one area, e.g., power transmission, renewables, hydropower, energy efficiency, etc.
  • Knowledge on the general trend of energy transition in a climate change-constrained development environment.
  • Proven application of professional expertise in scoping, preparing, appraising, implementing, and monitoring of energy projects and programs.
  • Proven ability to work with public and/or private sector clients and/or development partners (MDBs, bilateral agencies, etc.) in an effective and professional manner in both formal and informal settings.
  • Proficient oral and written communication skills in English, and knowledge of a language(s) of a country in which AIIB invests would be an advantage.
  • Extensive work experience in developing countries would be favourably considered.
  • Master's degree or above in a relevant discipline, including energy related subjects (e.g., electrical engineering, thermal engineering, mechanical engineering, hydropower, different types of renewables, etc.) and development economics.
