Senior Credit Portfolio Officer

The Candidate [Credit Portfolio Senior Officer] is primarily responsible for lending activities including credit reviews, credit approvals, monitoring the portfolio, assisting the business in structuring credit opportunities, and ensuring that credit extensions follow credit policies and display appropriate risk/return attributes. The role also involves managing Citi's membership exposures/risks across the portfolio.

Citigroup is a member of approximately 600 Financial Market Infrastructures (FMIs) in more than 90 countries. FMIs are external entities Citi relies on for payments, trading, clearing, settlement, and depository services. The categories of FMIs include:

  • Equities, fixed income, derivatives exchanges
  • Alternative trading systems
  • Securities and derivatives clearinghouses
  • Securities depositories
  • Energy (Power/Gas) transmission networks
  • Consumer networks (credit card associations and ATM networks)
  • Funds transfer systems


Payments Systems Risk Management (PSRM/FMI Risk ), part of Transaction Services Risk Management (TSRM) in the Institutional Clients Group (ICG) Risk group, is the responsible second line of defense team for managing risks associated with FMIs globally. PSRM [FMI Risk] establishes risk management parameters and methodologies to assess the risks associated with an FMI membership. A key focus for PSRM [FMI Risk] is to assess the impact of ongoing regulatory changes, for example Dodd-Frank, EMIR, MIFID II and Basel III regulations, particularly in reference to the growing use of Central Counterparty (CCP) clearing for post-trade processing and counterparty risk mitigation.

PSRM [FMI Risk] works with businesses and credit teams across the ICG and Global Consumer Group and offers subject matter expertise to internal business and risk partners. PSRM [FMI Risk] also serves as a direct liaison with regulators (for example the OCC, Fed, Bank of England, and HKMA) on FMI risk matters.

The role includes:
  • Approve new FMI Memberships and Material Changes in existing FMIs. PSRM [FMI Risk] team responsibilities include setting the Membership Risk Rating (MRR) and Obligor Risk Rating (ORR), and preparing loss estimates as well as ongoing reviews on a periodic basis.
  • Participate as an Approver in new deal review process and NPAC when FMI risks are involved with focus on potential risks and risk mitigation.
  • Ensure timely communication of PSRM [FMI Risk] policy requirements in the Regions and maintain ongoing contact with senior business/product managers in TTS/DCC/GC/Markets, Operations, CRMS, Consumer Bank & NPAC.
  • Work with CROs of EMEA on MLE (Material Legal Entity) requirements in their Regions for FMI/CCP Exposure reporting and monitoring to the respective MLE regulators.
  • Lead the team of PSRM [FMI Risk] risk managers to ensure timely analysis of regional FMI exposures, review with the desks when breaches occur and oversee exposure reporting commentary for senior management and regulators as and when needed.
  • Provide Industry Specialist approvals and maintain credit oversight of Relationship Exposures to all FMI's and Membership Exposures to Non-Qualifying FMIs.
  • Oversee annual and interim portfolio reviews of FMI memberships and credit relationships.
  • Assess the impact of emerging risks for existing & new memberships.
  • Support TSRM global head in transformational initiatives and emerging responsibilities, (i) CCP/FMI risk appetite framework, (ii) comprehensive stress testing framework for CCP exposures, (iii) revisions to Policy & Procedures, and (iv) review/analyze CCAR stress testing results.
  • Responsible for coordinating with 1LOD to ensure potential impacts related to regulatory requirements are socialized and understood.
  • Represent Citi and FMI Risk in Industry Group Risk Forums, ISDA (Int'l Swaps and Derivative Association), FIA (Futures Industry Association), IIF (Institute of International Finance), and others as required.
  • Assist in the structuring of credit opportunities to ensure that risk and reward are appropriately balanced in extending credit.
  • Review and approve credit proposals, annual reviews and criticized credit reviews.
  • Ensure that all credit extensions follow target market, collateral, documentation, legal and regulatory requirements as well as risk appetite framework.
  • Use available tools and portfolio management techniques to effectively identify and assess trends and risks in the portfolio.
  • Conduct periodic portfolio, remedial, industry and credit product reviews.


Qualifications:

Knowledge/Experience:
  • Undergrad degree, Master's degree preferred
  • In-depth knowledge of financial markets and products such as securities, derivatives (OTC derivatives) and/or cash clearing. Experience/SME of CCP/CSD workings is preferred.
  • Experience interacting with senior management, regulators, and internal audit as well as managing regulatory examinations and audit reviews
  • Experience in driving own book of work and delivering against multiple initiatives
  • Proven experience of managing teams and influencing partner teams towards a common goal
  • Minimum [8 years] experience in commercial lending risk management or equivalent.
