The Role Responsibilities
Strategy
  • Contribute to the Global SEF strategy through origination, execution and control process required to deliver on SEF 5year corporate plan
  • Support the Global SEF business by supporting the various key control functions such as Centre Of Excellence, documentation/execution of transactions, liaison with Agency, PAM and SAG.
  • Support ED, SEF in design / implementation of control tasks for effective mitigating non credit risk in new SEF transactions and transferring best practices to the SEF portfolio.
  • The objective is to maintain the effectiveness of the ECA/MDB cover.
Business
  • Support the SEF London team in origination and execution of transactions
  • Be the single point contact for monitoring the SEF Portfolio and drive the co-ordination between Agency, PAM and SAG to ensure that compliance with ECA/MDB policy requirements
  • Ensure handover of new deals to Agency (by the front office deal team) is done properly with clear explanations. The explanations include items such as documenting milestones/ amounts / information to be submitted to ECAs / checks to be carried out by Agency / stakeholder contact details etc. for each draw down during the Availability period.
  • Maintaining regular contact with relevant ECAs/MDB and update on policy changes and recent developments.
  • Responsible for establishing regular ECA/MDB knowledge building sessions with Agency and PAM.
  • For CG12-14 borrowers, be the central SEF/ECA/MDB interface with SAG and PAM for ensuring compliance with ECA/MDB conditions, etc.
  • Supporting origination and execution of new transactions
  • Develop relationships with key external (primarily exporters, ECAs/MDB) and internal teams such as Agency, PAM, SAG, GLS etc.
Processes
  • Work with wider SEF and PEF teams to support the delivery of the SEF strategy in a safe and well-controlled manner and on an end-to-end basis - incorporating infrastructure requirements and building a business that is fit-for-growth.
  • Manage the implementation of R&R's between SEF, SAG, PAM and Agency teams.
  • Prepare and implement an annual review plan which will ensure that over a 12 month period every deal is checked atleast once (the check being that all ECA requirements have been complied e.g. in relation to reporting of covenants, creation of security, reporting of SPOC, compliance certificate, E&S matters, supporting documents for draw downs etc).
  • Prepare, maintain and update (every quarter) a spreadsheet summary of the SEF portfolio.
  • Propose the improvement of the control / process to mitigate risk of ECA/MDB cover fallout
  • Support ED, SEF in preparation of semi-annual update (to GH, SEF) regarding compliance with ECAs requirements, shortcomings of existing processes and suggest improvements.
People and Talent
  • Work closely with Agency, PAM and SAG teams to continuously draw their attention to all the control items.
  • Support SEF London team by providing ongoing training and development of junior staff and ensure that they understand the key items to look out for in LOIs, Facility Agreements, and BCAs etc.
  • Support SEF London team when they provide training / workshop to Agency and PAM teams regarding the requirements of ECAs.
  • Engage with ECA facing experts within the Global SEF team and continuously improve your understanding of ECAs' requirements to ensure the ECA Cover remains valid.
Risk Management
  • Support the SEF business by carrying a periodic review of all deals (Portfolio and new deals) to check that the appropriate controls are in place and being followed by PAM, Agency and SAG.
  • Support the SEF business during any audit and compliance issues and working with deal team to resolve the same in a timely manner.
  • Support the SEF business to ensure that any Risk Management matters highlighted to GH SEF are remedied and / or escalated appropriately.
Governance
  • Is responsible for escalating to ED, SEF and GH, SEF any non-compliances or near misses in terms of reporting information to ECAs / SAG / Agency which may invalidate the ECA cover.
  • Will support ED SEF and GH SEF in developing any remedial measures / process to improve monitoring of deals.

  • Business - Prior experience of co-ordinating with stakeholders to obtain information required by the ECAs / MDBs under ECA/MDB loans.
  • Business - Prior experience of working in a global bank, preferably the agency function with experience of loan administration of cross border, foreign currency term loans. Good understanding of the LMA standard loan documentation for a foreign currency term loan.
