SEI Investments (Europe) Limited ("SIEL") is a wholly-owned subsidiary of SEI that holds and delivers certain products, services and operational functions for some of SEI's global businesses. This includes asset management services to professional and retail clients via the Asset Management Distribution business unit. As well as administration, processing and custodian services via the Wealth Management Platform. SEI provides custody services directly to retail clients introduced by these wealth managers. The SEI Institutional business unit provides investment management and advisory services to institutional asset owners.

SIEL's Chief Compliance Officer is responsible for SIEL's Compliance Oversight function, which oversees, and reports to SIEL's committees and Board on the results of its oversight of, SIEL's compliance with applicable rules based on an independently-determined, risk-based compliance programme which takes into consideration the nature, scale and complexity of SIEL's business and the nature and range of the regulated services and activities undertaken in the course of that business. The SIEL Chief Compliance Officer will promote good governance, risk management and controls to support the business as strategies and models to adjust the ever-changing regulatory landscape.

Key Responsibilities:
  • Manage and oversee the operation of and strategy for an inter-disciplinary team with responsibility and oversight for all aspects of compliance related to the operations of a FCA licensed investment management and platform service provider. As the head of the function, this includes setting and monitoring appropriate performance objectives, providing support and feedback and conducting appraisals for team members. This also requires being a strong mentor to team members while being mindful of their strengths and growth opportunities.
  • Develop, implement, maintain and deliver an effective and comprehensive compliance structure and compliance monitoring programme to identify, monitor, mitigate and manage regulatory risk. Develop, maintain and update compliance policies across business.
    • Ensure the ongoing conduct of appropriate monitoring, sample testing and reviews across business for the purpose of identifying and correcting any issues or deficiencies.
    • Participate fully as a member, including presentation of reports and issue escalation and redress, of London Executive Committee (LEC), Client Assets and Custody Committee (CASSCO), New Business Committee, Risk Committee and any other relevant committees.
    • Act as a key stakeholder in projects to provide compliance analysis and review of new business initiatives, developments and clients.
    • Develop and maintain, enhance and operate compliance training programmes and activities for the UK and oversee the arrangements of the relevant overseas offices.
    • Take responsibility for oversight of all regulatory audits and reviews.
    • Manage process to identify, record, mitigate and manage (and where relevant, notify and communicate) rule breaches, complaints and investigations.
  • Interpret and advise the business on all of the applicable requirements of FCA rules and regulations as contained in the FCA handbook (with specific focus on COBS, SYSC and CASS) and other relevant and applicable domestic and international regulations.
    • Communicate compliance objectives and requirements to firm and management and seek to influence to achieve objectives.
    • Provide reports and escalate regulatory and other issues appropriately to SIEL Board of Directors.
    • Monitor regulatory developments applicable to the business and ensure that appropriate impact assessment, gap analysis and implementation steps are carried out in a timely manner.
    • Continue to develop and update industry and regulatory knowledge through training and attendance at industry functions and seminars.
    • Act as primary contact and relationship manager for FCA
  • Work within the Global Compliance team as a key leader supporting the leveraged model built to create efficiencies across the larger compliance team.
    • Work directly with the General Counsel with respect to all matters affecting the Legal & Compliance team generally and your team specifically as well as architect the strategies for managing enterprise-wide risk and creating operating synergies for the Legal & Compliance team.
    • Manage external compliance programme including supervision of compliance officers or compliance arrangements some of those including Ireland, Cayman Islands and South Africa.
    • Promote good governance and compliance of SIEL through communication to, cooperation with, and influence of, firm staff and management.

Knowledge and Skills:
  • Senior Managers & Certification Regime (SMCR): This role is identified as a Senior Manager "SMF16 - Compliance Oversight Function"
    • Subject to regulatory approval, this role-holder as a Senior Management Function (SMF) will be required to adhere to the regulatory Individual Conduct Rules and the Senior Manager Conduct Rules under COCON and will be accountable for the following prescribed and overall responsibilities for and on behalf of SIEL.
    • Responsible for SIEL's Compliance function including the production and delivery of SIEL's Compliance Program as set out in more detail in the FCA's Statement of Responsibility
  • Demonstrates an ongoing fitness, propriety and expertise to discharge responsibilities. Has maintained competence, relevant qualifications and knowledge to acceptable levels.
  • Demonstrates the appropriate level of awareness and understanding of the market in which SIEL operates including its products, services and client base as well as key markets.
  • Experience of international group organisations and working within a matrix organisation.
  • Ability to lead businesses and manage multi-disciplinary teams.
  • Demonstrates the ability to understand and interpret the financial information specific to his/her business area.
  • Strong understanding of UK corporate governance standards, upholds high standards of integrity and probity, supporting the directors in instilling the appropriate effectiveness, values and behaviours within SIEL.
  • Demonstrates an awareness and understanding of the regulatory framework in which SIEL operates.
