The Capital Planning Review Team ("CPRT") is mandated by the Capital Committee and Board of Directors to lead the holistic independent review and challenge of the capital planning process across the capital planning continuum. The team sits in the Finance CRO organization as part of the overall Independent Risk Management function of Citi.

Key objectives are to establish a centralized and consistent framework for independent review and challenge, enable an end-to-end perspective within and across workstreams, and increase transparency of methodologies, processes, governance and results.

The CPRT SVP is responsible for executing independent review and challenge of the legal entity ICAAPs under the capital planning process, including ICAAP submissions against regulatory requirements/guidance.
The role involves completing review and challenge, documenting and reporting results to senior management and communicating with regulators and Internal Audit.

The role requires a thorough understanding of relevant regulatory requirements (e.g., Basel, local ICAAP regulations), capital planning methodologies, governance and internal control processes, hands-on experience in foundational risk management (credit, market, liquidity or operational risk). Excellent written and verbal communication skills are required in order to negotiate internally, often at a senior level. Some external communication with regulators may be necessary. The role may involve or be responsible for diverse (cross-discipline) activities as necessary.

Key Responsibilities:
  • Lead the review and challenge of the legal entity ICAAPs.
  • Execute review and challenge sessions with the ICAAP leads and their teams and document the results.
  • Analyze the ICAAP capital adequacy, stress testing and projection methodologies and review the methodologies for conceptual soundness, fitness for purpose, completeness of identification of estimation approaches, completeness of identification of key assumptions.
  • Assess the appropriateness of rationale supporting key assumptions.
  • Summarize the review and challenge results and present the results to the respective governing groups inclusive of the Capital Committee.
  • Apply subject matter expertise to the individual component and holistic capital planning process. Required expertise include combinations of foundational risk management (risk identification, stress testing, market risk, wholesale and retail credit risk, operational risk), capital forecasting and ICAAP.
  • Drive efforts to prioritize and streamline ICAAP review and challenge across legal entities.
  • Technical skills: hands on experience with regulatory or economic risk-based capital calculation and capital planning in line with regulatory frameworks including Basel and ICAAP regulations.
  • Other skills: strong verbal and written communication, experience with effective reporting to senior management and communication with regulators and audit.
Qualifications & Experience:
  • Degree in Quantitative or Financial discipline
  • Postgraduate degree in a quantitative or financial discipline would be preferred
  • Solid relevant experience within risk management, treasury or support functions with exposure to balance sheet, financial products, financial/risk analysis
  • Knowledge of ALM, Market risk/ Credit Risk/IRRBB/liquidity models and regulatory framework will be an advantage
  • Prior work experience in the material entities and or regional markets
  • Highly motivated with attention to detail, team oriented, organized
  • Consistently demonstrates clear and concise written and verbal communication skills with the ability to articulate complex problems and solutions through concise and clear messaging
  • Ability to interact and communicate effectively with senior leaders
  • Demonstrates ability to assess complex issues through root cause analysis and other analytical techniques; structure potential solutions; drive to resolution with senior stakeholders
  • Ability to influence and lead people across cultures at a senior level using sound judgment and successful execution, understanding how to operate effectively across diverse businesses.
