What the Hiring Manager says

Role to head the PMO team for all Quilter Change, supporting the Quilter Change function under the Change Director, reporting to the Head of Change and acting as an enterprise-wide function to aggregate change reporting, promote change standards and support the delivery of Quilter's change projects and programmes.

About the Role

Project Governance, Standards and Assurance

Creates, owns and maintains the approach and controls to Change Management governance and delivery, including process, tools, methodologies and systems.
Drives adherence to the Change Management governance, framework and delivery methodology, ensuring consistency, optimisation and best practice are embedded in Change processes.
Seeks opportunities for continuous improvement, optimisation and innovation of the Change Management framework and processes informed by an understanding of evolving industry trends.
Ensures project delivery is aligned to and delivered in accordance with Quilter policy and standards, and community of practice guidelines.
Ensures teams apply risks and issue management as an integral part of the governance cycle.
Manages implementation and ongoing assurance / education of Change standards.
Develops reporting standards and KPIs for PMO Change Management and governance ensuring IT reporting requirements are met.

IT Change and Project Support

Provides centralised and consistent change support to projects including subject matter expertise on the PMO process to programme / project managers.
Develops and deploys effective communications across key PMO initiatives.
Monitors, analyses and evaluates programme and project progress against key governance milestones. Reports progress, costs, resources and slippage and facilitates the management of risks and post project review actions across the change portfolio, escalating significant issues as appropriate.
Proactively manages risks and issues across the portfolio by co-ordinating the consistent identification, documentation, monitoring and reporting of risks and 2 issues for escalation and resolution.
Drives speed and agility in programme / project decision making, identifying opportunities to eliminate duplicative work, removing barriers to progress, and accelerating stronger integration across business units and functions.
Reviews, challenges and evaluates activity across programmes / projects ensuring integrity of the overall model is maintained and making recommendations where conflicts and contention exist.
Oversees the reporting of integrated plans and milestones to support programmes / projects.
Oversees budgeting and forecasting cycles, and ensures costs are accurately tracked and effectively controlled.

Portfolio and Business Case Management

Owns and maintains the Change demand pipeline.
Owns the Change Roadmaps and Investment Committees supporting Change Roadmap planning.
Acts as Gateway owner for entry into Portfolio Delivery following approval of Business Cases and / or additions to Change.
Re-assesses the value story of programmes at regular intervals and trigger points (e.g. change of stakeholder, significant business event).
Ensures the value delivered by the programme / project is in line with client expectations.
Manages and maintains oversight of all Portfolios of Change including leading 'new change' processes, whilst executing robust prioritisation methodologies aligned to the function and group strategy.
Provides strategic overview, portfolio updates and regular communication to key senior stakeholders to ensure support and engagement with the function.

Resource and Demand Planning

Manages the overarching resource planning and management process, providing guidance and oversight of resource forecasting and utilisation to project / programme managers to support end-to-end resource on-boarding, planning and allocation.
Provides and maintains capacity planning and resource tracking services across Programmes maintaining a forward view of change demand vs change capacity,
Works with the Heads of Portfolio Delivery and IT Governance to plan and resource projects / programmes with the right capabilities and agree availability of change resources internally and with outsourced service providers and third party suppliers.
Balances demand with capacity of the PMO team to resource and deploy teams to support change activities.
Facilitates on-boarding and off-boarding of resources to projects / programmes.
Manages, assures and tracks programme / project plans and resource needs, ensuring input into the programme demand management process
 Reviews the impact of proposed resource capacity changes on the engagement financials and validates Change Funded resource requests 3

Proven experience and strong understanding of IT delivery.
Previous experience of an Enterprise Change environment and activities including creating and delivering PMO Management processes.
Significant previous senior experience in managing portfolio(s) and proven ability to manage multiple complex scenarios simultaneously is essential.
Strong risk and governance understanding / experience at a senior level.
Experience of working at Board level, able to bring credibility and gravitas. 4 Confident leader, able to inspire and drive excellence with peers and teams within a Change Function.
Excellent facilitation and presentation skills - confident to engage C-suite level colleagues.
Excellent people management skills - of both direct reports and federated team.
Excellent stakeholder management skills.
Experience of using PPM and project management tools.
Commercially astute.
